West County Reentry Treatment Overview

The West County Reentry Treatment and Housing facility, often shortened to WRTH, is operated by the Contra Costa County Office of the Sheriff. It sits at 5555 Giant Highway in Richmond on the West County Detention Facility campus. The sheriff page says WRTH opened in 2026 and was built with county and state funds. It is designed to treat and safely house the county jail system's most vulnerable population.

WRTH is a county jail facility, not a state prison. It serves people in Contra Costa custody who have mental-health, medical, or security needs and may also serve qualified people moving through reentry programming. The facility includes program space for reentry services, a full medical and dental clinic, and a family reunification center for qualified individuals across the custody system. Education and vocational programming are tied to the Contra Costa County Office of Education.

West County Reentry Treatment Capacity

The sheriff's current WRTH page gives a capacity of up to 272 incarcerated individuals. That number is separate from West County's older Main Campus descriptions and should be treated as the current WRTH-specific capacity. Since WRTH opened in 2026, the 2024 and 2025 sheriff oversight ADP tables do not yet provide a full comparable annual trend for this building as a separate facility in the research. Do not combine WRTH capacity with older jail ADP figures unless the source labels what is being counted.

The 2015 Jail Needs Assessment helps explain why WRTH exists. That BSCC-hosted planning document said Contra Costa had managed custody numbers but still faced design and capacity pressure, especially at aging or overcrowded parts of the system. It proposed a West County reentry, treatment, and housing project with high-security replacement beds, behavioral-health housing, reentry space, classrooms, and family contact functions. The current sheriff page shows that plan implemented in a narrower present form.

West County Reentry Contact

WRTH shares the West County campus address and phone in the research. Visitors check in at the West County Detention Facility lobby for WRTH visits. Current custody status should still be verified through the county locator or jail information line before travel, because a person with medical, mental-health, or security needs may move as classification changes.

West County Reentry Visiting

WRTH follows West County visiting hours, with visitors checking in at the West County Detention Facility lobby. Up to three visitors may visit at one time. Visitors must be scheduled and be at the facility no later than 30 minutes before the end of the visiting block. General Contra Costa rules still apply: valid ID, search and screening, no phones or cameras, no bags or briefcases, no food or drink, and no physical contact or gifts in the visiting area.

WRTH Mail and Money

Non-privileged mail for WRTH uses the West County mail code 1118 through Pigeonly Corrections. Mail must include the inmate's name, booking number, facility name, and the Pigeonly processing address. Pigeonly opens and scans non-privileged mail, prints a copy for the facility, temporarily stores originals, and later destroys them. Legal mail uses the authenticated attorney process and secure labels. Deposit and commissary rules follow Contra Costa jail rules, including Office of the Sheriff money orders or cashier's checks with inmate name and booking number.

West County Reentry Services

WRTH is the county's central recent facility development. It adds a full medical and dental clinic, reentry program spaces, and a family reunification center to the West County campus. Its role connects population management with services for people whose jail placement is shaped by health, mental-health, or security needs. Classification remains important. A person may be booked at Martinez, assessed under Title 15-based classification practices, and moved to WRTH if the jail determines that placement fits custody, health, and program factors.

The Contra Costa research also links WRTH to broader inmate programs funded and managed through the custody system. The sheriff's Inmate Programs and Services material lists adult basic education, GED and high school diploma preparation, parenting, substance-support groups, independent study, transitional services, English as a Second Language, library access, legal research support, chaplaincy, landscape work, and inmate industries. WRTH does not replace those systemwide programs, but its reentry rooms, clinic space, and family reunification center give the Richmond campus a more specialized role for people who need treatment and release planning while still in county custody.

WRTH also changes how readers should think about the Contra Costa County inmate population. A raw jail count does not show why a person is assigned to a particular building. Martinez may be the booking point, West County may be the direct-supervision campus, Marsh Creek may be the minimum-security sentenced facility, and WRTH may be the right placement for treatment or security needs. That is why a search result should be read with the court case, bail status, medical privacy limits, and classification movement in mind.
